In 2025, Ehsaas Kafalat payment collection channels have grown to include bank branches, biometric ATMs, retail shops, and digital wallets. This variety gives beneficiaries in Pakistan more choice and convenience to receive their quarterly stipends.
The Benazir Kafaalat (or Ehsaas Kafalat) programme is a key social protection scheme, providing unconditional cash support to millions of disadvantaged families. To make disbursement safer and more transparent, BISP has shifted from traditional camps to a retail-payment model starting June 16, 2025.

Ehsaas Kafalat Payment Collection Channels 2025
1. Bank Branches & Biometric ATMs
BISP uses two main partner banks for its payments: HBL in Punjab, Sindh, and Balochistan, and Bank Alfalah in Khyber Pakhtunkhwa, Gilgit-Baltistan and AJK.
At branches or in biometric ATMs, beneficiaries must present their original CNIC and undergo fingerprint verification to collect the cash. This biometric system was introduced to reduce fraud and make payments more trustworthy.
2. Retail Shops (Retail Payment Model)
As part of the 2025 reforms, BISP has launched a retail payment model. Beneficiaries now go to designated retail outlets instead of camps. These outlets are equipped with biometric devices and act as local pay points.
This retail model is designed to avoid people waiting under harsh conditions, especially in extreme heat, and to bring payments closer to where people live.
3. Digital Wallets & Mobile Finance
In 2025, BISP also expanded use of digital wallets such as JazzCash for disbursing payments. The government plans to issue 10 million digital wallets to beneficiaries to support a shift toward cashless payments.
Bank Alfalah already offers a Kafaalat Bachat Wallet where beneficiaries can deposit, withdraw, and transact funds using agent networks.Digital payments reduce the need to travel and help avoid the costs or risks associated with physical withdrawals.
